Các sản phẩm bia nhập khẩu có thêm thành phần ngoài 4 yếu tố theo luật Reinheitsgebot vẫn được bán tại Đức nhưng không được quảng cáo dưới dạng “bia”, hoặc thậm chí in từ này lên vỏ sản phẩm.

Ngày 23/4/2016 nước Đức đã kỷ niệm 500 năm một sự kiện được coi là bản sắc dân tộc của họ. Đây là ngày hai công tước xứ Bavaria, ngài Wilhelm IV và anh trai của ông ngài Ludwig X đã ban hành một điều luật thú vị trong ngành bia Đức vào năm 1516.

Theo đó, bia chỉ được phép sản xuất với 3 thành phần duy nhất là nước, lúa mạch (barley) và hoa bia. Tất cả những thành phần khác ngoài 3 thành phần trên đều bị cấm cho vào bia.

Vào thời kỳ đó người ta chưa phát hiện ra men nở (yeast) được hình thành một cách tự nhiên trong bia, nhưng sau đó Đức đã chấp nhận thành phần này như là một yếu tố thứ 4 cho đạo luật trên.

Ban đầu, việc sử dụng nguyên liệu làm bia vẫn chưa được quy định rõ và được sử dụng tùy tiện ở Đức tùy vào người cai trị trong vùng. Đến thời kỳ Đại đế Otto I (912-973), nhà vua muốn siết chặt quản lý bia với những tiêu chuẩn nhất định để dễ đánh thuế và bảo hộ sản lượng.

Năm 1516, đạo luật trên được chính thức ban hành dưới dạng văn bản với tên gọi “Reinheitsgebot-Luật bia Đức tinh khiết” và đến năm 1906 thì chúng được công nhận trên toàn lãnh thổ Đức.

Hiện nay, đạo luật Reinheitsgebot vẫn được chính quyền Berlin sử dụng nhưng chủ yếu mang ý nghĩa marketing thương hiệu bia Đức hơn là một công cụ điều chỉnh chính sách như trước đây.

Chỉ những thương hiệu tuân theo đạo luật Reinheitsgebot mới được bán với tên gọi bia-bier.

Lỗi tại chiếc bánh mì

Đạo luật Reinheitsgebot ban đầu được ban hành nhằm ngăn chặn tình trạng sử dụng lúa mỳ (wheat) vào làm bia, qua đó giảm sản lượng làm bánh mì.

Thời kỳ đó, bánh mì vẫn là loại lương thực chính của người Đức và lúa mì là thành phần chủ yếu làm nên chúng. Trong khi đó, bia thì có thể được làm từ lúa mạch hay lúa mì đều được. Tuy nhiên nếu làm từ lúa mì thì chất lượng sẽ cao hơn và hương vị cũng tốt hơn.

Tuy nhiên hiện mục đích của đạo luật này đã thay đổi khi chúng chỉ mang ý nghĩa quảng cáo thương hiệu bia Đức cũng như bảo hộ ngành bia nội địa.

Vào thập niên 90, nhiều loại bia ngoại bày bán tại Đức đã bị cấm bán do chứa thành phần đường (sugar) và vi phạm luật Reinheitsgebot. Tuy nhiên sau nhiều lần thương thảo, các hãng bia này được tiếp tục bán nhưng phải bỏ từ “bia” khỏi sản phẩm.

Năm 2005, trước sự phản đối mạnh mẽ của nhiều nước Châu Âu, Đức đã nới lỏng đạo luật Reinheitsgebot. Theo đó các sản phẩm bia có thêm thành phần ngoài 4 yếu tố trên vẫn được bán tại Đức nhưng không được quảng cáo dưới dạng “bia”, hoặc thậm chí in từ này lên vỏ sản phẩm.

Bảo hộ hay giết chết ngành bia?

Việc bảo hộ thương hiệu cũng như truyền thống tại Đức là lý do dễ hiểu cho việc giữ gìn đạo luật Reinheitsgebot.

Tuy nhiên, việc không thay đổi 4 thành phần sản xuất bia khiến hương vị bia Đức dần trở nên nhàm chán trước sức cạnh tranh của ngày càng nhiều loại bia trên thế giới.

Nói cách khác, đạo luật Reinheitsgebot không chỉ bảo hộ thương hiệu mà còn giết chết tính sáng tạo và sự phát triển của bia Đức.

Những loại bia Đức truyền thống ngày nay không có thay đổi nhiều ngoài điều chỉnh hàm lượng của 4 nguyên tố trên và hương vị của chúng khá giống nhau.

Trong khi đó, những nhà máy bia nước ngoài có thể cải tiến và thử rất nhiều cách phối chế khác nhau, với những loại men bia, hương vị, thành phần mới nhằm thay đổi khẩu vị sản phẩm, qua đó thu hút người tiêu dùng.

Đây có lẽ là lý do khiến giới trẻ Đức bắt đầu chuyển sang những loại sản phẩm đồ uống có cồn khác như rượu vang hay bia nhập khẩu.

Sau khi hợp nhất 2 miền Đông Đức-Tây Đức vào năm 1990, bình quân mỗi người hàng năm tại đây uống 148 lít bia. Tuy nhiên con số này đã giảm xuống 106 lít hiện nay.

Không chỉ người dân trong nước, thị trường quốc tế cũng bắt đầu chán loại bia Đức với mãi một hương vị. Xuất khẩu bia Đức từ năm 2007 đến nay chỉ đi ngang và không tăng trưởng mấy. Trong khi đó, xuất khẩu bia Mỹ lại có tăng trưởng mạnh thời gian gần đây.

Ngày 23/4 có lẽ là một ngày vui với những người dân Đức khi họ kỷ niệm truyền thống 500 năm của mình, nhưng có lẽ niềm vui này không thực sự trọn vẹn với những công ty kinh doanh ngành bia khi sự bảo hộ của chính phủ đang dần mất đi tác dụng của nó.
